From his death in 1817, the cult of the national hero Tadeusz Kościuszko grew. He was especially esteemed in Krakow, the city with which he was connected and where his body was buried. Public opinion demanded the erection of a monument commemorating the Chief, starting a fundraiser for this purpose. A final decision has been made in July 1820 by the Ruling Senate of the Free City of Krakow that it will be Mound.

The ceremonial building started of the mound on October 16, 1820, became a great event, attracted many Poles, also from beyond the borders of the Republic of Krakow: uprising veterans, peasants, and youth. Ultimately, despite technical and financial problems, the construction was completed on October 25, 1823. The mound was 80 m in diameter at the base, 8.5 m in diameter at the top, and 34.1 m in height, and its volume was estimated at approximately 64,100 m³.
